Position Summary:

The Director of Financial Compliance provides leadership to Covenant Health in third party reimbursement, payroll and tax matters.  The Director is responsible for managing, coordinating, and performing the reimbursement and tax functions for all Covenant Health entities.  Responsibility includes cost and tax reports as well as all related functions including but not limited to audits, appeals, correspondence, analysis, research, and record retention/information management in an effort to ensure compliance with government authorities and to assist management in operational decisions.

Responsibilities

  • Responsible for all aspects and phases of Medicare Cost reporting including preparation, internal review, timely filing, desk review/audit, amended reports, reopenings and individual or group appeals for all Covenant Health providers.
  • Responsible for other regulatory filings including but not limited to provider enrollment forms, provider based attestations, and Champus/Tricare reports.
  • Maintains provider based department inventory for all Covenant Health acute care facilities.
  • Interprets Medicare rules and regulations and provide guidance regarding complex reimbursement and compliance issues as they relate to regulatory filings.
  • Monitors, updates and communicates changes in CMS payment rates.
  • In concert with Decision Support, analyzes impact of rate changes and forecasts Medicare revenues for analysis and budget purposes.
  • Determines actual rate of payment is consistent with current published rates.
  • Reviews, analyzes, and responds where necessary to all correspondence to ensure accurate reimbursement and compliance.
  • Researches, analyzes, and communicates current and proposed reimbursement issues and legislative matters to Executive Leadership and staff.
  • Provides additional education and follow up where appropriate.
  • Prepares 3rd party settlement calculations including discussion with VP of Finance and Executive Leadership regarding facility specific trends, current developments and anticipated changes.
  • Responsible for engaging and coordinating work with outside consultants where appropriate, primarily in areas of DSH, SSI and wage index.
  • Updates Covenant Health reimbursement policies as needed.
  • Develops, maintains and/or improves relationships with governmental payors such as fiscal intermediaries and CMS.
  • Ensures staff has adequate research resources and exposure to current information to perform work accurately and timely.
  • Maintains online CMS registrations including but not limited to EHR, IACS, and PECOS.
  • Ensures timely and accurate filing of all federal, state and local tax returns including but not limited to income, franchise and excise, sales, property and payroll. Ensures all work is assigned to appropriate level of staff, timely completed with proper level of departmental review, reviewed by appropriate persons, timely filed and correctly paid.
  • Calculates quarterly estimated tax payments and coordinate required payment.
  • Reviews, analyzes and responds where appropriate to all correspondence from tax authorities to ensure compliance.
  • Monitors system and facility operations to ensure proper reporting (ex. Unrelated Business Income).
  • Coordinates tax audits, including developing relationships with auditors and utilizing knowledge and resources to minimize risks.
  • Responsible for filings and notifications related to organization changes including but not limited to tax exemption applications and various registrations.
  • Ensures community benefit activities are captured and correctly reported by coordinating Community Benefit reporting, Decision Support reporting and Business Office reporting.
  • Monitors and communicates relevant changes in tax law as appropriate to ensure compliance throughout the Covenant Health system. Communicates relevant issues as well as their potential financial and operational impact.
  • Ensures staff has adequate research resources and exposure to current information to perform work accurately and timely.
  • Develops and implement policies and procedures regarding compliance.
  • Maintains oversight of payroll function.
  • Communicates with Covenant Health management, government agencies, and other third parties such as attorneys and accountants, regarding Covenant Health organization structure issues and changes.
  • Maintains Covenant Health entities organization chart.
  • Ensures consistent reporting among entities, where appropriate including but not limited to mappings, adjustments, cost allocations as they relate to regulatory filings.
  • Files other regulatory reports, including but not limited to Corporate Annual Reports, Charitable Solicitations Reports, etc.
  • Participates on system teams formed to execute organization changes (mergers, acquisitions, dissolutions), develop policies, and implement changes stemming from government rules and regulations.
  • Develops, strengthens, and maintains relationships within Covenant Health to optimize collection of data and other information necessary to file correct and meaningful tax reports.
  • Maintains all records as required by law.
  • Maintains documentation relevant to creation, change and/or dissolution of Covenant Health entities.
  • Develops and communicate schedules of report and return due dates.
  • Interviews, hires, trains, monitors and evaluates job performance, and takes corrective action according to Covenant Health Human Resources policies.
  • Ensures continued pursuit of excellence and support within the department.
  • Collaborates with outside groups on issues that affect healthcare finance in the community and region.
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in the field of expertise.
  • Demonstrates solid leadership, communication and interpersonal skills.
  • Follows policies, procedures, and safety standards. Completes required education assignments annually. Works toward achieving goals and objectives, and participates in quality improvement initiatives as requested.

Qualifications

Minimum Education:

Bachelor of Science in accounting or Finance

 

Minimum Experience:

Eight (8+) or more years of progressive accounting experience in tax and/or reimbursement.   Four (4+) or more years experience in healthcare environment a plus.  Two (2+) or more years supervisory experience.
