Position Summary: 

The Director of Technical Infrastructure and Services (DTIS) reports to the Chief Information Officer. The DTIS is responsible for the establishment and delivery of all products and services within the Covenant IT Technical Services organization. The DTIS takes a leadership role in setting IT service vision and direction, ensures standards and security policies are maintained, and systems and solutions are compatible with Covenant standard information systems architecture, tools, policies and procedures. This position also manages technical implementation projects, and creates plans and implementation strategies to meet the needs of end users. The DTIS leads financial management activities and is responsible for personnel management within the Technical Services area. This position ensures performance management, sponsors career development activities, and leads efforts to implement and develop core competencies, processes and disciplines. Proactive resource planning is completed based on anticipated demand.

 

The DTIS will provide technological and IT operational leadership in the implementation, integration, and ongoing evolution of information technology and infrastructure. This individual serves as a liaison for stakeholders to align IT standards with enterprise solutions, processes, and policies. The DTIS acts as a change agent for health system leadership to promote adoption of new technologies and processes, is comfortable in moving the organization out of its comfort zone to achieve excellence, while targeting improvements and tracking expected benefits.  The DTIS demonstrates a clear understanding of corporate standards, operational vision, and can team with IT peers to articulate a comprehensive business and IT solution picture to the executive team.  Customer service mentality is crucial, as is a good working relationship with project/initiative stakeholders, Senior Executive leaders, other directors, managers, and facility support staff.

Responsibilities

  • The DTIS will support the standardization, implementation, and optimization of clinical/business solutions. 
  • Have oversight responsibility for multiple Standardization and/or Governance teams. 
  • Responsible for ensuring optimum planning of IT projects and resources and assists with planning for training and support of information technology. 
  • Develops annual operating budget for respective areas of IT departmental responsibility, and works with corporate management to determine appropriate cost allocation models.
  • Develop long term capital budgets for projects that span across multiple accounting periods, and review capital appropriation request and evaluate opportunities to fit those into the solutions roadmap. 
  • Assesses the short, immediate, and long term organization-wide operational and technology needs while also creating a roadmap for the delivery of solutions. 
  • Program Management oversight for multiple corporate level projects with high impact to the organization. 
  • Responsible for the human resource activities for Technical Services staff, including, managing job descriptions, growth plans, hiring, evaluating and counseling. 
  • Provides tactical step action plans to implement solutions in support of strategic goals. 
  • Directs the work efforts of and provides leadership to all IT staff in order to support the planning, implementation, and operational needs of the organization. 
  • Provides leadership to members of the IT team including, IT consultants, Project Managers, Implementation Specialists, Business Analysts, Application Analysts, and Technical Services Analysts. 
  • Establish the deliverables and projected milestones for solution delivery in partnership with the organization’s business leaders and Senior Executives to ensure that projects are delivered in scope, on schedule, and within budget while ensuring a high-level of quality and minimal risk. 
  • Actively participates in user groups and national meetings to build knowledge of successful financial application practices. 
  • Helps to identify business associates and trading partners, in conjunction with the Corporate Integrity/Compliance Office, to help assure that appropriate agreements and safeguards are implemented and maintained between the Health System’s vendors and business associates. 
  • Stays current on CMS, The Joint Commission, and other quality and payer related governing body requirements to providing strategic and tactical IT solutions to these ever changing regulations. 
  • Demonstrated skills in strategic and critical thinking, negotiation, and relationship building. 
  • Develop and maintain credibility with key individuals both at hospitals and at the corporate office. 
  • Local travel required. 
  • Performs other related duties as assigned.

Qualifications

Minimum education:       Bachelor’s degree or equivalent experience in a healthcare related field required. Masters Degree, Graduate certificate, or Certification is strongly preferred.

 

Minimum experience:   Five or more (5+) years of management experience in healthcare/hospital clinical information systems required.

 

Licensure Requirement:     Employee must have a valid Tennessee driver’s license Class D and state mandated minimum insurance coverage.  Driving record must meet Covenant Health minimum standards at the date of hire and throughout employment tenure.
